Bihar Student Credit Card Scheme (BSCC) helps borrow a loan of up to INR 4 Lakh. The scheme was introduced in 2016 by the Bihar Government to increase the admissions of students for higher education. What are the Features of the Bihar Student Credit Card?

The following benefits are available to students under the Bihar Student Credit Card scheme.

Maximum Education Loan of INR 4 Lakh

You can borrow up to INR 4 Lakh and meet your educational needs with the Bihar Student Credit Card. Such an amount will be enough to cover the fees, book purchase, hostel fees, etc. So if you have completed the 12th standard and are doing entrance exams for college admission, apply for Bihar Student Credit Card for hassle-free admission.

Lowest Interest Rate

The state government will charge a reasonable rate of interest on your loan amount, such as –

Are You Eligible for Bihar Student Credit Card?

To apply for this Bihar government loan scheme, the students should meet the following criteria –

  • Living in Bihar
  • Age 25 years and more
  • Cleared the intermediate exam recognized by Bihar School Exam Committee
  • Cleared class 12th recognized by the Central Board of Secondary Education (CBSE) or any other board
  • Bihar State Sanskrit Education Board recognized institutions for Sub-Shastri students
  • Bihar State Madrasa Board recognized institutes for Moulvi students. These types of educational institutes need to be located in Bihar.
  • Students who are also degree holders of one level won’t be covered for a degree of the same group under the Bihar Student Credit Card scheme. This Bihar Student Credit Card eligibility criterion is not applicable for the students of technical and management courses. This scheme is not for science graduate degree holders pursuing graduate-level courses in any other faculty of Arts, Science or Commerce. However, students are eligible for pursuing higher education under courses like MBA or MCA
  • Enrolling in pursuing higher education at educational institutions recognized by the Government of Bihar or other state or central governments.
  • Unique ID (UID) or Aadhaar card number
  • Permanent Account Number (PAN)

Bihar Student Credit Card Online Apply Process

Step 1 Registration

You can create a free account by following these steps –

  • Visit the official website of the Nischay Yuva Mission
  • Click on ‘New Registration’
  • Enter Name, Mobile Number and Email ID
  • Click on the ‘Send OTP’ button
  • Now, you’ll receive an OTP message on the email ID and mobile number
  • Insert the OTP
  • Click on the ‘Submit’ button
  • A confirmation message will show on your screen
  • Confirm your details if the same is correct

Step 2 Log in

After successful registration, you’ll receive an SMS or email containing your username and password. Now, follow the instructions of Bihar Student Credit Card Online Apply process.

  • Log in to your account
  • After that, change the password
  • Fill in your details on the ‘Personal Information’ page
  • Fill in the information
  • Click on the ‘Submit’ button
  • A confirmation message shows
  • Click on the ‘Ok’ button to confirm your details
  • Click on ‘Next
  • You’ll be redirected to the schemes page where you need to select one of the schemes from the drop-down menu to apply.  Click on ‘Bihar Student Credit Card’

Step 3 Insert Co-applicant Information

On the BSCC page, you need to fill in detailed information about co‐applicants, such as

  • Personal information – Name, address, mobile number, etc.
  • Financial/Income information – Bank statement, ITR, Form 16, salary slip
  • Employment Details – Salary slip, ID card issued by the employer
  • Details of securities offered, if any – FDs, National Saving Certificates, etc.
  • Details of Course/Study, for which loan is sought – Bihar Student Credit Card for MBA, BA, MSC, etc.
  • The financial worth of Co‐applicant – Property in India, investments, savings, etc.
  • Details of the existing loan – Loan amount, interest rate, paid EMIs, remaining EMIs, lender
  • Preferred payment terms – Choose the tenure you’re comfortable with and the mode of payment

Important Notes

  • The first section of the application form needs to be filled in for co‐applicants. These include their names along with the names of their parents, address, etc. You need to navigate through different tabs to fill in the above-mentioned information
  • In case you cannot fill the form in one go, with the option of ‘save draft’, you can complete the application later
  • At the last TAB, you can see the option of ‘submit’. Once you click on the button, the system will show a preview of all the entries made by you.
  • A warning message will also pop up

”You can’t edit any information, post submission of the application. Please verify the information before finally submitting it. If you want to submit the application, click on ‘YES’, otherwise click on ‘No’

Now, a confirmation message is shown and a PDF copy of the acknowledgment will be displayed. You can download the acknowledgment or print the same. Also, you’ll receive an SMS that will have the registration ID.

After that, the manager of the respective District Registration and Counseling Center (DRCC) schedules an appointment. Accordingly, you’ll receive an email and SMS mentioning the date to visit DRCC. On the allocated date, visit DRCC with a self-attested photocopy of the required documents.

Remaining Formalities to Ensure

Visit the bank for completing the documentation formalities by following the below steps –

  • Go to the counter and submit the documents to the Multi-purpose Assistant (MPA) for verification
  • The MPA will authenticate the applicant through Aadhaar and check other details
  • The MPA scans the documents and captures your photograph
  • Upon completion, the MPA will give an acknowledgment slip
  • After verification by MPA, the data will be passed to Assistant Manager
  • Post verification by Asst. Manager, the data will be sent to the Third-party Verification Agency
  • After a successful verification report by the Third-party Administrator (TPA) within 15 days, the Assistant Manager will forward your loan application to the Nominated officer from the Education Department. And they will forward the application to the concerned bank
  • A confirmation of the education loan is sent to DRCC by the Bank
  • Now, they’ll upload the sanction letter within 15 days
  • You’ll get an SMS and email from the bank and DRCC informing you about the date on which you need to visit the latter’s office to collect the Student Credit Card and sanction letter of your education loan.
